it's the end of the world as we know it
the hub has exploded. again. the recent visit of the 456 have saddled the torchwood three headquarters with grief. ianto is dead. jack has shipped off planet. gwen is left with no team and a flare up from the rift. with torchwood one still in shambles, and the ineffective leadership of torchwood two, gwen is having difficulty keeping the public from discovering the other worlders that visit their planet on a regular basis.
a year passes. jack returns to cardiff and a base rebuilt with the help of torchwood one. although jack retains his position as leader of torchwood three, gwen assumes more responsibilities as jack becomes consumed by the hallucinations he has been having of ianto (who is actually psychic residue trapped within the mainframe computer). torchwood three also worries about the reopening of torchwood one under new management and torchwood two's sudden reappearance.
meanwhile the doctor has regenerated and he, amy, and rory are off travelling, as are a few other time lords who escaped the time lock during the doctor's non-existence in the pandorica.
behind torchwood's back, the master has found his way back to earth and has been manipulating the leader of torchwood one. he has another scheme to take over the world, and it is quite possible that it will work. however, he can't do it alone. he will need the help of torchwood two and it's lead scientist, ushas, more commonly known as the notorious rani.
rani has her own agenda, though. she has been testing large doses of superhuman-ability inflicting drugs on unit soldiers. however, the formula is not quite right at the moment, and the soldiers have been prone to exhibit extremely violent side effects. not to mention the drugs are quite addicting.
